Colinsburgh and Kilconquhar Community Council
The meeting opened at 7.00 pm.
Present – Trish Finlay (Chair) , Anne Forgie (Treasurer), Alison Boyle, Mac Logan, John Lidderdale (Secretary), Orla Campbell (Minute Secretary), Cllr Sean Dillion, Cllr Fiona Corps, Cllr Alicia Hayes. There were 4 members of the public present.

Minutes of Last Meeting
The minutes of the last meeting were published on 13th Nov. They were not distributed due to technical difficulties.
Matters Arising
On the 3rd of December, SP Energy Works will be undertaking work and the electrify will be off between 9-10am and 3-4pm. This will only effect Kilconquhar residents. SPEN have sent the community council a list of addresses that have not replied to SPEN in regards to needing a generator between these hours. The community council are looking to print off flyers to ensure people are aware of the work. The list of addresses sent to us is very out of date.
There was a discussion around having a chatbot on the website to help people navigate and find information.
We, as a community council, are looking for ways to be more effective within our community. We would like to host a “meet your Community Council” evening. We hope to arrange sherry/ mulled wine and shortbread/ mince pies and soft drinks. This event would be in time with the local 95 bus service to allow Kilconquhar people to easily get the bus to Colinsburgh town hall where it is planned to hold it in January. The aim of this is to help connect our two villages. We are also looking for more members of the community to join. We hope the community council can become an information hub for the community. We discussed having a stall at the Christmas Fair on Saturday the 7th of December between 10am- 12pm.
Katy Craig discussed the Village News leaflet. In order to help bridge the gap, we can combine the Village News, Colinsburgh Development website, Colinsburgh Community Trust website and the Colinsburgh and Kilconquhar Community Council website into one information hub. Cllr Dillion will be looking into getting a space or a hall for Kilconquhar residents. The land behind the pub in Kilconquhar belongs to the church and is very waterlogged and unbuildable on so this is not an option. Crail and Pittenweem do a weekly email round up and we could do something similar.
The community garden has been started in Colinsburgh. The land has been leased around the town hall for it. Students from Waid or the SRUC could come along and help out. There is also a games night every second Thursday in the library and there was a discussion around starting a mens club.
Chair’s Report
There have been no letters from the public.
Treasurer’s Report
Anne Forgie will be stepping down in the new year. The major outgoings are renting the halls for the meetings. Since the Fife Council grant didn’t come in until March, we have not applied for the grant for this year. The balance at bank is: £2,594.75. A big thanks was recorded for all Anne’s hard work as Treasurer and her general contribution to CKCC.
Councillors’ report
Transport meeting last month was productive. There is a new “watch your speed” sign at the start of Colinsburgh. There will also be a survey around HGV’s travelling through Colinsburgh published soon.
Cllr Hayes let us know that the council have stated it is not their responsibility to replace the bent sign at Cockie Charlie’s Way in Kilconquhar.
The road between the Cairnie Crossroads and Largoward will be closed on the 28th/29th of November.
AOCB
There has been a gate put up on North Wynd in Colinsburgh by the new owners of the land. The area that is now blocked by the gate was previously used for overspill parking and making three point turns to exit the road. Due to how narrow the road is, the only option is to reverse out of the road. We aim to support the community in exploring options to help this issue.
The woodland trail that runs behind the field at the town hall has recently been covered in horse poo from riders from Charleton Estate. This is regularly used by the public and the school. There is also regularly horse poo left on the streets in Kilconquhar from the castle. There is no legislation that requires horse riders to lift the horse poo. There was a discussion around bringing the stable managers from Charlton, Balcarres and Kilconquhar castle together to explore options of how to resolve the issue.
