Present: Trish Finlay, Allison Boyle, John Lidderdale, Orla Campbell, Martin Gory, Mac Logan, Cllr Sean Dillion, Cllr Fiona Corps, Cllr Alicia Hayes, Katy Craig – 3 members of the public were in attendance.

1. Approval of Previous Minutes.
1.1 The minutes of the last meeting were reviewed and approved without amendments.
2. Matters Arising
2.1 Treasurer Appointment
Martin Gorrie has joined as Treasurer. His background as a chartered accountant is noted as a valuable addition to the team. (Martin subsequently withdrew from the Treasurer role and the vacancy remains).
2.2 Cleaning of War Memorial
A resident of Kilconquhar has proposed cleaning the war memorial, which was last cleaned five years ago. A quote of £300 was provided. The issue may fall under the War Graves Commission’s remit.
2.3 Speeding and Traffic Measures
Proposed Measures:
2.3.1 Triangle markings at the end of parking bays to help ease congestion.
2.3.2 40 mph limits on either side of Colinsburgh (dependent on the new development).
2.3.3 Extension of the give-way line at Kilconquhar Inn.
2.3.4 Double yellow lines near Meadow Road entrance (locals have historical concern for this junction).
2.3.5 Cllr Hayes is investigating the timeframe for a weight/volume survey and the feasibility of width or height restrictions.
2.3.6 Discussion to relocate Kilconquhar Inn delivery vans (John and Allison to discuss with the owner).
2.3.7 Bus stop in Colinsburgh to be relocated and signage resized.
2.3.8 Recycling Bins
There are currently three glass recycling bins being frequently emptied. Sean Dillion to follow up on the suggestion to reduce the number of bins to two.
3. Reports
3.1 Treasurer’s Report
Nothing to report this month. Martin Gorrie is prepared to assume the Treasurer role moving forward.
3.2 Cllr Fiona Corps:
3.2.1 East Neuk Responders Christmas Meal: If anyone is in need of a christmas meal to be delivered on christmas day contact Fiona Corps or email eastneukfr@hotmail.com.
3.2.2 Looney Dook for Blood Cancer UK and Youth Cancer UK on Hogmanay. Contact Fiona Corps for details.
3.3 Cllr Sean Dillion:
Two private nursing facilities have closed. Suggestions for new premises are welcomed.
3.4 Cllr Alicia Hayes:
The Kilconquhar recycling centre has been overfilled. Cllr Hayes to investigate.
4. Co-option of Members
4.1 Kathryn Craig: Proposed by John Lidderdale and seconded by Allison Boyle.
4.2 Martin Gorrie: Proposed by Mac Logan and seconded by Trish Finlay.
5. ACOB (Any Other Competent Business)
5.1 Flooding along the Dale Path
Persistent flooding from a nearby field has been reported. Suggested action includes laying down gravel chips to manage water levels.
5.2 Play Park Maintenance
5.2.1 Swings and seesaws are reported as too high, and the swings are rusted.
5.2.2 Katy Craig has discussed design proposals with Ian Wilson, who is working on a plan. Funding will need to be applied for independently.
5.2.3 Section 75 funds from the new build might be available to support the play park.
5.3 Public Action Tracker
5.3.1 Proposal to create an action tracker table, detailing:
– Issues raised.
– Actions taken.
– Completion status.
This public tracker has been approved by most attendees.
5.4 Fundraising for Traffic Measures
Allison Boyle and Katie Craig are exploring fundraising opportunities for traffic design proposals.
6. Next Steps
6.1 Follow up on discussions with Kilconquhar Inn regarding delivery vans (John and Allison).
6.2 Sean Dillion to email regarding recycling bins.
6.3 Cllr Hayes to investigate recycling overfill at Kilconquhar.
6.4 Katy Craig to continue leading traffic initiatives and liaising on play park proposals.
