Colinsburgh and Kilconquhar Community Council

1. Previous Minutes – 11 February 2025
1.1 No comments or corrections were raised.
1.2 Katy Craig reported contacting Fife Council regarding a) potholes in the recycling car park in Kilconquhar and b) parking outside the Kinneuchar Inn, where lines are due to be repainted, and the ideal space for delivery vans will be considered.
1.3 It was suggested that council queries be submitted via the website rather than email. A process for doing this will be developed.
2. Matters Arising
2.1 An anonymous letter describing antisocial behaviour at the previous meeting was discussed. The letter will be posted on the CKCC website. A member of the public who attended that meeting shared how intimidating the behaviour was. Unacceptable language was used that wasn’t heard by the Committee. It was also noted that the people involved created discomfort and changed the tone of the meeting. Concerns about intimidation and inappropriate language were noted and have no place in our Community Council Meetings.
2.2 A Code of Conduct was produced on 25th February and posted on the website at that time.
2.3 Fibre rollout: Fife Council has allocated funds. The next steps include identifying areas, compiling solutions, and addressing issues.
2.4 Any postal correspondence should be sent to 48 Main Street, Colinsburgh.
3. Reports
3.1 Chair’s Report—not provided due to Chair’s absence
3.2 Treasurer’s Report—The balance is £2,133.01. Martin Gorrie resigned as Treasurer, and Katie Craig has assumed the role. Arranging signatories is in hand.
3.3 Councillor’s Report (Cllr Hayes) – apology for absence last meeting
3.3.1 Scheduled roadworks on 13th–14th March with stop/go traffic control between South Wynd and Incharvie.
3.3.2 Distribution of 36,000 iPads to students in P6 and above.
3.3.3 Upcoming parking on pavement ban with a soft start; discussion on tracking wing mirror accidents to support local exemptions.
3.3.4 There is a need for improved disability access at Colinsburgh Library.
3.3.5 Annual Fife Council drain cleaning will start soon, with two new cleaning vehicles.
4. Website and Social Media
An external expert has reviewed the website and considers it to meet present needs. The further improvement and design of our CKCC site will continue as an ongoing project.
5. Any Other Competent Business
5.1 A large hole on the pavement near the water building opposite the pub needs addressing in Kilconquhar. Cllr Hayes to assist.
5.2 A social media strategy will be developed. This includes a possible URL transition from CKCC2000.com to colinsburghandkilconquhar.com. There was discussion about whether a shorter URL or a longer URL is preferable—a decision is needed.
5.3 Both villages require new football goal nets and posts. Alison has contacted the relevant sports authorities.
5.4 The Earl of Balcarres reported vandalism of newly planted trees. He offers support to our community in finding ways to encourage the people damaging trees to get involved in planting trees. It was also noted that international links (including the USA) might help develop possibilities for projects on the science, practice and practical work in fruit tree growing.
5.5 Discussions about maintaining the church hall as a community space to support its provision of a useful venue.
5.6 Lord Jamie Lindsay attended an informal meeting with committee and community representatives to explore potential opportunities for social space that could be utilised by the Colinsburgh and Kilconquhar communities. He expressed support for investigating the advancement of previous proposals for affordable housing that would include allocated social space for community use.
A survey designed to gather evidence-based insights into community needs will assess the necessity for such developments. Upon completion of this survey, Lord Lindsay is open to attending a CKCC meeting to discuss this and exchange ideas.
5.7 A planning dispute regarding a shed was discussed. An enforcement letter has escalated to a Stage 2 complaint against a Fife Council worker.
It was noted that Kilconquhar has a very significant number of complaints per head of population compared to most of Fife.
Concerns were expressed that Fife Council may tend to act on anonymous and false complaints, giving them the same weight as non-anonymous complaints.
5.8 The proposal for a “Welcome to the Village” pamphlet for the new housing development and new residents in Colinsburgh was approved. Proposed – Alison Boyle Orla seconded it.
5.9 The logo competition was discussed, and entries were viewed. A decision needs to be made.
