Colinsburgh and Kilconquhar Community Council
Minutes of the Community Council Meeting held on Tuesday 13 February in the The Church Hall, Kilconquhar at 7.00 pm. Approved at the CKCC meeting on 2nd April.
Present: Patrica Finlay (Chairperson), Orla Campbell (Secretary), Anne Forgie (Treasurer), Alison Boyle, John Lidderdale, Cllr Alicia Hayes

Minutes of Previous Meeting
Were taken as read and will be signed off at the next meeting.
Matters Arising
- Blocked drains between Kilconquhar and Colinsburgh are causing issues with flooding. Many drains closed with soil and silt, however, Fife Council overwhelmed with over 150 blocked drains in Fife, Cllr Dillion has reported this to Fife council.
- Road works from Elie and west of Colinsburgh is having an impact on traffic including lorries using Balbuthie, which is a narrow winding road. Care to be taken when driving that road. Looking into signage to alert drivers that it is a single track road and not suitable for LGV. The banking is ruined and muddy. Road should be reassessed for the amount of traffic that is currently on it daily. We do appreciate that it is a temporary measure.
- Ash Die back tree the land the tree is on is owned by Lord Lindsay and the tree has been classed as dangerous and branches have been flying off. Many affected people in attendance. Cllr Hayes put in for planning permission in Dec, rejected on the grounds that the map was in the wrong format. Cllr Hayes has enquire if we can just go ahead and cut it down. The application looks promising. Might look at trimming it and Lord Lindsay has agreed to help out. Time line to complete this before spring. John to look into finding someone to fell it on Lord Lindsay’s behalf.
- Telephone Pole in Barnyards is leaning. The pole is condemned. 2 years ago an engineer said it was dangerous and more recently another engineer confirmed this. The wires are very low hanging and the pole is moving continuously. OpenReach have said it is not taking precedent, but hopefully by the end of February something would be done, but did not confirm a date. They would be looking to make the new wires underground but due to all people surrounding the pole being still connected it is not a priority. There are vulnerable neighbours around that may not be able to react properly if it was to fall down – this should be taken into consideration.
- Parking at the shop in Colinsburgh on the double yellow lines is causing issues. We acknowledge policing this is hard. Trish to email our community Police officer.
- Some signs have been blown around by winds, Cockie Charles Way sign is buckled. The welcome to Kilconquhar sign is facing the wrong way. Looking at getting a new sign at the edge Kilconquhar and Colinsburgh road to let people be aware of Greenbrig Road. Broken speed sign at bruce square. The sign goes red at 20 rather than 21.
- The broken light on the pathway through the Dale has been reported 3 times and has not been fixed.
- The Colinsburgh Development is being discussed at a Fife Council meeting on the 14th Feb. The land is prime agricultural land – concerned is raised around where the next development will be. Prime agricultural land should protected and persevered.
- We should develop a place plan so that more consideration is given by Fife Council Planners. There is a plethora of resources on the Fife Council website. (this is in hand)
- We need double yellow lines outside the Pub for turning in and out towards Elie. The junction is awful to use.
Treasurer’s Report
There is just over £4,000 in bank with some set aside for the Defibrillator. There was a discussion about buying one but the question of who is liable was raised. Training might be useful there was some recently in Elie and the turnout was high. Trish to email Gillian from NSEPC to move this forward. Mains powered one might be better and get it in place quicker.
The CKCC grant doesn’t look like it has come in from the December statement. Little communication has been given. Cllr Hayes mentioned that the majority of the community councils have not yet received it.
Next Meeting
The date of next meeting is the 9th of April in Colinsburgh (moved to 2nd April).
