Colinsburgh and Kilconquhar Community Council
Minutes of the Community Council Meeting held on Tuesday 11 July 2023 in the The Church Hall, Kilconquhar at 7.00 pm.
Present: Patrica Finlay (Chairperson), Orla Campbell (Secretary), Anne Forgie (Treasurer), Alison Boyle, John Lidderdale, Cllr Alicia Hayes, Alistair Aynscough

Were taken as read and will be signed off at the next meeting.

Chairperson’s Report
The community council should make an effort to be more proactive. It has a good record for helping people who ask but need to work on helping people who don’t ask, need to help the isolated/elderly as a community. Mac suggested holding a benefits fayre (Cllr Hayes would be willing to help by using the council available software) at a separate date or in a CC meeting – date to be set by CC.
Treasurer’s Report
£ 4191.31 total in hand – £2485 for defibrillator. The Fife Council grant has been applied for and there will be an update if that has gone through at the next meeting. This money is to go towards paying for the website domain name and paying the minutes secretary.
Councillors’ Report
Cllr Hayes is meeting with Lord Jamie Lindsay next week and was looking for any points to be raised by the community. One point was the Ash tree that has caused some issues already. It was recently reported that a branch flew off it and hit a window and scaring a painter working on a nearby house. It has now been decided that the tree is the responsibility to Lord Lindsay. He will have to apply to remove the tree due to it being in a conservation area.

Area Roads programme meeting soon and will be updated at the next meeting.
Cllr Hayes put forward a motion that any cultural artefacts/ history things eg painting such be returned to any communities upon return, you can make an appointment to go to Bank Head, Glenrothes – this is to create a policy of community empowerment.

A member of the public has had an issue with the website and registering multiple times but not been updated. (Note: details need further clarification)

Minutes from last meeting to be corrected due to a member of the public concerned over wording.
A discussion was had around the upgrade of power supply and a new substation at Broomlee farm near Elie, 9-10am and 3-4pm on the 9th Nov power will be off to upgrade it. Flyers which are to handed out by members of the Community Council include the full information. There is also a box of thermos cups to keep drinks hot during the time of no power that has been left in the church.
Cllr Hayes brought forward a discussion around a government grant to help encourage sustainable energy eg solar panels. However, it was noted that there is a company known to take advantage of these grants and badly installing the heat pumps without contracts or the solar panels and effectively scamming people out of a lot of money. This scam should be looked out for as it leaves people with higher energy bills than before. Another scam noted is telling people that radiators must be removed when that’s not the case.
11 level 1 certificates given out and 11 Level 2 certificates given out at Colinsburgh Primary for Bikeablity.
The new Waid Academy Rector is Scott Duncan.
Also noted South Wynd hedges should be trimmed. The Community Council are unsure of who to contact eg council or farmer? Lord Lindsay to be asked who is responsible.
A member of the public noted the lack of power lines for swallows to roost, discussion about swallow boxes. Something we can try as a community?
Alastair reported large amounts of gravel on the roads following the recent inclement weather.
Car Park wall will be fixed within weeks and there are barriers in place to prevent contact from cars until it is fixed.
