Minutes – 2 April 2024

Colinsburgh and Kilconquhar Community Council

Minutes of the Community Council Meeting held on Tuesday 2nd April 2024 in Colinsburgh Library at 7.00 pm.

Present: Patricia Finlay, Anne Forgie, Mac Logan, and Alison Boyle.

There were three members of the public present.

Apologies: Orla Campbell, John Lidderdale and Cllr Alycia Hayes.

Minutes of Previous Meeting

Were approved.

Matters Arising

Patricia welcomed everyone to the meeting and gave an overview of the committee’s focus (Place Plan) since the last meeting. Everyone is reminded that the questionnaire (currently in circulation) closing date, has been extended and will remain open until April 5th to feedback any thoughts and comments.The original Place Plan that was undertaken in 2016 was cited as being an excellent reference point for the community to read – as this former report is still in keeping with current feedback from the current survey.

PF shared a letter sent to her from Mr. Wright a member of the Kilconquhar community which raised the importance of maintaining and preserving the Green Belt areas around Barnyards.

The Defibrillator for Kilconquhar has now arrived and will be mounted and fitted securely as soon as possible once the committee receive an update from the NSEPC. Its location will be on the wall beside the post-box at Barnyards (opposite Mr Ron Forgan’s workshop).

Parking at Colinsburgh

There are still cars parking on double yellow lines outside the Corner Shop at Colinsburgh causing problems and blocking a safe exit area and turn point for vehicles.

This has been passed on to the appropriate authority for action. On a similar note, it was noted that there are also problems with visitors parking outside the Kilconquhar Inn and this too will be passed on accordingly.

Treasurers Report

In short, our finances are sitting at £4648.46 with monies allocated to pay for the Defibrillator and printing still outstanding. It was noted that we now need three signatories to authorise payments in keeping with Fife Council governance. This is now in place and will be formalised once the committee completes the relevant paperwork.

Discussion

ML mentioned that there are members from Colinsburgh Community working on a project to create and enhance meaningful activities for teenagers. They committee are interested in hearing more about this project and may assist or contribute financially to support the venture.

A reminder was given around the Colinsburgh Community ‘Soup and Blether’ that is held on a Friday in Colinsburgh from 12 noon – 2pm and is open to everyone from our community including visitors.

Planning Update

The Ash Tree located by the swing park is to be felled imminently and weather permitting should be completed by the end of April.

Next CKCC Meeting

Our next meeting will be held in Kilconquhar Church Hall at 7pm on the 11th of June.
