DRAFT Minutes of the Community Council Meeting held on Tuesday 14 February 2023 in Galloway Library, Colinsburgh at 7.00 pm

Present: Trish Finlay (Chairperson), Anne Forgie (Treasurer), Anne Toye (Minute Secretary), Mac Logan, Alistair Aynscough, Rosalind Darville
In attendance: Cllr Alycia Hayes and five members of the public. Representatives from Kirkwood Homes and Liberty One attended for the Planning item.
Minutes of Previous Meeting
The Minutes of 13 December were approved by A Forgie and seconded by Cllr Hayes.
Matters Arising
Defibrillator Fife Council’s Planning Service has confirmed that the defibrillator cabinet can be wall mounted next to the Barnyards mailbox without the need for planning consent. East Neuk First Responders have been advised and are to confirm the cost. Action: A Toye, P Finlay to follow up
Notice boards There appeared to be a misunderstanding regarding use of the Community Council noticeboard: the Community Council does not expect it to only be used for minutes. It was suggested that Agendas and Notices of meetings be placed on the Board and minutes sited in the library and the phone boxes that we purchased. An approach has been made to one joiner to erect boards in both phone boxes; others to be approached. Action: R Darvill
Following the proposal for M Logan to be a keyholder for the Colinsburgh noticeboard, he will consider and report back to April meeting. Action: M Logan
Cllr Hayes advised that the footpath through The Dale should be repaired. It was reported that this work is still outstanding. Action: Cllr Hayes
Chairperson’s Report
The Chairperson welcomed everyone, and invited additional issues under AOCB as usual.
Police statistics show a number of incidents being reported at Waid Academy with one person charged and police maintaining a visible presence at the school. Police have carried out speed checks again in Colinsburgh. No crimes have been reported.
The Police are running Coffee with a Cop events to discuss e.g. crime prevention
A Mr Paul Eade has been in touch to offer support with producing a Place Plan, held over from before the pandemic. It was agreed to progress this. Action: P Finlay
Treasurer’s Report
£1756.31 balance at the bank. The Treasurer has advised Fife Council that we will soon be in the position to spend the ring-fenced defibrillator money.
Councillors’ Report
Budget spending to be discussed 23 February. Money for signage has been spent so nothing further is available until the next financial year.
Due to contractual issues regarding trench digging, Scottish Power is currently unable to access underground cabling. It is anticipated that this situation will continue for approx. six months.
Large household items for recycling can now be uplifted free of charge by Fife Council.
Feelings have been running high regarding proposals for way schools to be managed by a ‘super head’; a shared head working between schools with several deputy head teachers to help share the workload is now proposed.

Mac Logan has been working with Colinsburgh Community Trust to discuss mutual website links and appropriate introductory paragraphs. Consideration to be given to an email address. The website is www.ckcc2000.wordpress.com
Annual General Meeting
It was agreed to hold the AGM in April, Cllr Hayes to chair the relevant parts.
Planning
Pre-application consultation by Kirkwood Homes
Report from today’s pop-up session by representatives from Kirkwood Homes and Liberty One: the event was attended by 40 people. 12 written responses and many verbal ones had been received after September’s session. Revisions have been made as a result of feedback and technical reports; pre-application discussions held with Fife Council re affordable housing which will be erected first. The original access road has been revised following local concerns and there will be no through road to avoid a ‘rat run’.
House types will include 2 x 2-bed, 1 x 4 bed and several 3x bed. The play area has been re-designed and the green space relocated with an access track provided for Scottish Water.
Kirkwood reported that feedback was generally positive, with people reportedly pleased that feedback regarding the speed of traffic through the village had taken into account. Kirkwood can return once the application has been submitted. They expect to do this an application by the end of March 2023 with a view to work commencing in October 2023.

A Minute Secretary is needed to take and promptly circulate minutes. Payment is available.
Next Meeting
The next meeting will be on 11 April 2023 in Colinsburgh at 7.00 pm, AGM on 9 May 2023
