Colinsburgh and Kilconquhar Community Council

DRAFT Minutes of the Community Council Meeting held
on Tuesday 13 December 2022 in Kilconquhar Church at 7.30 pm

Apologies:  Alistair Aynscough, Mac Logan, Cllr Dillon

Present:  Trish Finlay (Chairperson), Anne Forgie (Treasurer), Anne Toye (Minute Secretary),  Rosalind Darville

In attendance:  Cllr Alycia Hayes and three members of the public.

Minutes of Previous Meeting

Initially the meeting was thought to be inquorate, however, there having bee in excess of 40% of community councillors present the Minutes were later approved by T Finlay and seconded by A Toye.

Matters Arising

Defibrillator It had been hoped that the defibrillator would have been installed by now but some progress has been made, transportation have reported they don’t see an issue, we are still waiting confirmation from Estates that the property is owned by them and they have no objection to the cabinet being mounted.   This is being chased. 

Notice boards Two proposals were put forward regarding the Community Council board in Colinsburgh being used for minutes: one that Mac have access to the board (either have a second key cut, or take responsibility for the board); also to site the minutes in the phone box, purchased by the Community Council.  Some concern was expressed regarding potential removal/vandalism.  It was also suggested that minutes be sited in the library.  

Consider sourcing Community Council board for Kilconquhar.  Rosie to contact a joiner regarding the possibility of making one.

The Chairperson welcomed everyone and mentioned that questions could be raised during AOCB as usual.

Chairpersons Report

There continue to be issues regarding speeding, parking in both villages.  Police have carried out speed checks and have stopped a few drivers; they have responded to four calls in Kilconquhar and 9 in Colinsburgh with one crime reported.

The Chair had received complaints about the footpath through The Dale becoming impassible.  

Action:  Cllr Hayes to follow up

Currently, there is £1761.31 in the account. 

Councillor’s Report

  • The window for pension credit is about to close.  Further help is available with the cost of living payment of £324, information available through www.fife.scot/gethelp 
  • Information regarding winter gritting programme and how to avoid burst pipes can be found at www.fife.gov.uk/winter 
  • Housing repairs scam currently going the rounds
  • Rent increase consultation running until 31 January 2023.  Rent increases would be implemented from 1 April 2023.
  • £15,000 has been allocated for speed monitor/speed controls through Colinsburgh.
  • Double yellow lines – members of the public may send photographic evidence of parking violations to cllr.alycia.hayes@fife.gov.uk

Planning 

Jetties in Kilconquhar  

Retrospective applications have been submitted for jetties, as a result of the previous application.  The Community Council has commented raising concerns about the impact on the loch which is a designated SSSI site and a desire to future-proof the loch against motorized boats etc.

Pre-application consultation by Kirkwood Homes

Kirkwood have taken on board comments raised by members of the public as a result of the open consultation event which was attended by 90 people. They wish to demonstrate that they have listened to people and hold a follow-up meeting.   It is anticipated that this will take place at the end of January 2023.  The Estates Office will send out letters advising residents ahead of the meeting.

From the floor a question was asked regarding why no contact had been made with someone interested in assisting with this.  It was mentioned that Mac Logan had made attempted contact but had no response.  Cllr Hayes provided an email address for the individual concerned.

The next meeting will take place on Tuesday 14 February 2023 in Colinsburgh at 7.00 pm.
