Minutes – 11 November 2021

The Minutes  of Colinsburgh & Kilconquhar Community Council held at Colinsburgh Library at 7.00pm on Tuesday November 11th

Those Present: Patricia Finlay Chair, Anne Forgie Treasurer, Peter Marshall, Alan Webster, Susan Webster, Gordon Campbell,  Rosalind Darvill, Cllr Bill Porteous, Anne Toye, Mariana Paul, Cllr John Docherty

Minutes of the Last Meeting

Patricia Finlay proposed the acceptance of the minutes. Seconded by Anne Forgie

 Peter Marshall agreed to take the minutes as there is no secretary art present. 

Chair’s Report

  • Mac Logan had agreed to help in designing a website for the Community Council.
  • The Council was considering selling the Gillingsgill Nature Reserve. There had been a meeting on the 7th of November at the reserve of those who were against the sale. A Friends of Gillingsgill group has been formed. 

Treasurer’s Report

The current account stands at £833.14p. There had been no outgoings since the direct debit payment on the 9th of December 2020 for Data Protection insurance.  

Councillors’ Reports

John Docherty:  Councilor Docherty had visited Gillingsgill and had noticed a number of potentially dangerous situations due to broken fences and steps. Regardless of the sale the Council needed to make repairs as people still visit the nature reserve. 

He reported that he had received assurances from Councillor Vetraino that there were no plans to close Pittenweem Recycling Centre. 

Bill Porteous: Councillor Porteous had attended the Gillingsgill meeting and said there 30 or more people attended. 

He also announced that he would be stepping down as a councillor in May. 

Planning Report

Anne Toye reported that there were no new planning applications. She noted that the enforcement order on the Kithrig property was still outstanding.

Correspondence

Patricia Finlay had received letters and documents from Alan Webster and Gordon Campbell concerning planning issues in Barnyards. 

Mr. Webster felt that the letter sent to the Council over his concerns did not represent his and Mr Campbells concerns forcefully enough. They had not heard back from Mr Hamilton concerning the Community Council letter. 

He was also disappointed that he had not been included in the correspondence nor been told of the Council response. 

He was also concerned that there was no record of a letter written in 2018 concerning the objections to the development at Kithrig and the breaches of planning guidelines. 

Mr Webster claimed that no one on Fife Council seemed to be aware that Colinsburgh and Kilconquhar Community Council had written about his and Mr Campbells concerns. 

Mr Webster asked for the Community Council to write to Fife Council explaining the five concerns in full. 

Patricia Finlay agreed to do this.  

News From the Estate 

Rose Darvill told the meeting that there were two job vacancies on the estate. The Estate was keen to employ local people whenever  possible and asked to use the community noticeboards to advertise the posts. This was agreed. 

She asked how the planting of daffodils was going. Peter Marshall said he would convey her interest to Susan Peebles who was organising the planting. 

The new Dunbarnie Golf course to which the Estate has close links, has given £2,000 towards the development of woodland areas for the school.

AOCB

Mariana Paul was concerned that South Wynd was flooding just beyond the equestrian centre on the way to Kilconquhar. 

She was also concerned that the wall on the southern corner of Meadow Road where it meets the St Andrews Road has been badly damaged twice. She felt that the turn was too tight and potentially dangerous. It was agreed to voice her concerns to Fife Council. 

The next meeting to be held on January 11th at 7.00pm The venue to be decided.
