The Minutes of Colinsburgh & Kilconquhar Community Council held at Colinsburgh Library at 7.00pm on Tuesday January 11th 2022

Minutes of the Last Meeting
It was agreed to amend the November minutes and remove the word ‘his’ in the penultimate sentence of correspondence to read: Mr Webster asked for the Community Council to write to Fife council explaining the five concerns in full. This was agreed and the acceptance of the amended minutes was proposed by Marianna Paul and Seconded by Patricia Finlay. The minutes were accepted.
Chair’s Report
Patricia Finlay had written to the Mrs P. Ewing at the Council addressing the concerns Mr Webster and Mr Campbell had brought up at the last meeting. Mrs Ewing had acknowledged the continuing concerns but wrote that the Council had reached an ultimate conclusion and couldn’t take the matter any further. Mrs Ewing’s email was forwarded to Mr Campbell and Mr Webster.
Gillian Duncan of East Neuk First Responders had been contacted. She had told Anne Forgie that the defibrillator that had been purchased for erecting in Barnyards could be used at another site. It was agreed that the Chair should write to Gillian Duncan asking her to keep us informed as to any developments in the sourcing a solar powered defibrillator. It was also suggested that the Chair should ask what arrangements other communities have made in providing a power source for a defibrillator on private land.
Peter Marshall reported that Anne Forgie had written to the Fife Emergency Fund to tell them that we have not been able to use their grant. This was done before the deadline of the 12th of December. We await a reply.

Planning Report
Anne Toye reported that there were no new planning applications. She noted that the enforcement order on the Kithrig property was still outstanding and the extension on the enforcement deadline had been increased to 2024.

Mariana Paul reiterated her concern that the wall on the southern corner of Meadow Road where it meets the St Andrews Road has been badly damaged twice. She felt that the turn was too tight and potentially dangerous. The road is being used by delivery vans that are too large for the road. It was suggested that the Council could put up a narrow road sign to indicate that the road was unsuitable for large vehicles.
She also mentioned that some cars entering Kilconquhar via the St Andrews Road were driving very fast. She wondered whether the Council could mark the road with faux-humps and move the 20 mph signage further up the road. The busy entrance to Kilconquhar Castle is on that stretch of the road which adds to the danger.
It was suggested that a speed limit of 40mph could be introduced along the St Andrews Road so the transition to 20mph would be gradual. It was agreed that the western approach to Colinsburgh would also benefit from a similar speed limit.
It was mentioned that the traffic-calming nibs at both ends of Colinsbugh have been frequently damaged /wrecked and need better lighting.
It was agreed that the Chair would write Lesley Craig at Fife Council to express these concerns.
Mr Campbell asked whether any progress had been made in getting a paid secretary, as St Monans and Pittenweem both have one. The Chair said that preliminary enquiries by Mac Logan had been unfruitful and that she would get in touch with St Monans and Pittenweem Community Councils asking for advice.
The Chair said that she would write to Fife Police to find out the present situation over Neighbourhood Speed Watch schemes.
