Emergency meeting of Colinsburgh & Kilconquhar Community Council held at 36 Main Street Kilconquhar at 5.30 pm on Thursday 25th November 2021.

This meeting was called to agree action on a long-standing planning issue in Barnyards, and defibrillator funds.
1 Planning Issues, Cartref
As agreed at the meeting on 9 November, the community council had written to, and received a reply from, Mrs Pam Ewen, Head of Planning. Mrs Ewen’s response expressed disappointment that the residents’ did not feel the Planning Service had engaged with them, and summarised their engagement with both them and locally elected members. She also referred to an Ombudsman (SPSO) investigation. An anonymised summary of the findings is available on the SPSO website and was circulated in advance of the meeting along with Ms Ewen’s response.
Bearing in mind the contents of both SPSO summary, and the Planning Service’s view that the “matter has reached its ultimate conclusion, having had the SPSO response”, it was agreed that we advise the residents that the Community Council cannot take the matter any further.
2 Defibrillator and Signatories
Mrs Forgie outlined that the bank mandate had been updated.
East Neuk First Responders (ENFR) had been in touch regarding payment of an invoice for a defibrillator in Barnyards. The following points were raised:
- Planning consent and a source of power are required for a defibrillator unit.
- The manufacturer has withdrawn the solar cabinet for which we had submitted an application.
- The ENFR agreed to source an alternative type of cabinet suitable for the conditions. To date they have not been in touch to advise one had been purchased.
- If the cabinet isn’t solar powered an electricity source is required in the vicinity identified as a potential location. This would mean from a residential dwelling, there being no commerce in the area. As the properties belong to Housing an approach would require to be made to them.
- There has been no action due to restrictions placed on us as a result of the pandemic lockdowns etc.
The defibrillator grant-making body requires the grant spent by 3 December 2021.
Having liaised with Mrs Duncan at ENFR regarding the Colinsburgh defibrillators, Mr Marshall will contact her, explain the situation and try to reach a solution.
