Colinsburgh and Kilconquhar Community Council

DRAFT Minute of the AGM of the Community Council Meeting held on Tuesday 18 May 2022 in the Kilconquhar Church hall at 7.00 pm

Present:

Trish Finlay (Chairperson), Anne Forgie (Treasurer), Mac Logan, Peter Marshall, Rosie Darville

Seven members of the public were in attendance

Minute of Previous Meeting

The Minute of the 2021 AGM was approved by Trish Finlay and seconded by Anne Forgie

Matters Arising

There were no matters arising.

Chairperson’s Report

The Chairperson welcomed attendees to the 2022 AGM and Community Council meeting.

The Chairperson also welcomed questions and comments from visitors as an agenda item at the end of the meeting.

With Community Council elections taking place every 4 years, the next elections are in 2023 so the

Community councillors will remain the same unless anyone is intending to stand down. I have had no intimations from any Community Councillors that they wish to do so. The Chairperson continued her report as follows:

“I would like to pay tribute to Cllr Porteous who is standing down from his post as a Councillor. It has been a great pleasure to work with him over the years. He has been a truly conscientious, knowledgeable and hard working councillor who has given us sage advice and represented the East Neuk communities admirably. I hope he has a happy and fulfilling retirement and we all wish him well.

I would also like to thank all the Community Councillors for their hard work over the past year.

We try hard to answer queries from the public and to keep on top of any planning issues that affect our area and I would like to thank Anne Toye for her lead on the latter. I would also like to thank Anne Toye for stepping into the minute secretary role and providing us with records of the meetings. Anne has also looked after the Facebook page.

I am grateful to Anne Forgie for assuming the role of treasurer and keeping the accounts and liaising with Royal Bank, which has not been easy to say the least.

Thanks are also due to Mac Logan who has developed a website where we will post agendas minutes and other pertinent information.”

Planning Report

It was noted that the Planning Officer had not raised any planning issues.

Treasurer’s Report

The annual accounts showed a balance at the bank of £3781.87. This amount includes a ring-fenced amount of £2,495, being the grant given for a defibrillator for Barnyards. There followed a brief discussion about the difficulty of locating the machine due to the lack of a power supply, and following the discontinuation of the solar powered model initially pursued. The planning consent has now lapsed and will require to be reapplied for at a later date.  This requires to be progressed or the grant returned.

Election of Office Bearers

Cllr Hayes took the Chair for the election of office bearers. The existing office bearers were re-elected as follows:

Chairperson – Trish Finlay, proposed by Mac Logan and seconded by Anne Forgie

Treasurer – Anne Forgie, proposed by Trish Finlay and seconded by Peter Marshall

Minute Secretary – Anne Toye, proposed by Trish Finlay and seconded by Mac Logan

Next AGM – Tuesday 9 May at 7.00 pm

The next AGM is on Tuesday 9 May at 7.00 pm in Kilconquhar Church Hall.
