Colinsburgh and Kilconquhar Community Council
Held at 7 pm in Colinsburgh Library
Present: Trish Finlay, Allison Boyle, John Lidderdale, Anne Forgie, Orla Campbell, Mac Logan, Katy Craig – 4 members of the public were present.

1. Approval of Previous Minutes – 10th December 2024
1.1 Following review, the minutes of the previous meeting were approved, with the one correction: Replace “nursing” with “nursery” in section 2.4.
1.2 It was noted that Martin Gorrie has withdrawn from the committee.
2. Review of Previous Meeting Minutes
2.1 Cleaning of War Memorial Ongoing; no further updates.
2.2 Speeding and Traffic Measures Discussion deferred to the next meeting.
2.3 Recycling Bins No updates available.
2.4 Flooding Along Dale Path Gordon Campbell sent a picture of the flood to Councillor Hayes after two council workers were unable to locate it. No updates have been received.
2.5 Communication Tools Discussed using What3Words (W3W) for improved communication.
2.6 Playpark Maintenance Designs for playparks in Mayfield and The Dale are being put together. Fundraising efforts will support both projects.
2.7 Public Action Tracker Agreed to make the action tracker public via the website for transparency. A standardized template will be used.
2.8 Linking to Colinsburgh and Kinneuchar Facebook Page Will link to the Facebook page to share CKCC meeting minutes, agendas, and upcoming meeting dates.
2.9 Kilconquhar Inn The Inn is now closed for a month. Alison and John will draft an email to request a meeting.
3. Matters Arising
3.1 New Treasurer Appointed• CKCC will follow the rules of RBS (or a replacement banker) to avoid administrative issues.
3.2 Signatories: • Trish Finlay will remain a signatory until she retires as Chair in May. • Anne Forgie, retiring Treasurer, will brief the incoming Treasurer and remain as a signatory until RBS signatories administration is complete. • Alison Boyle was approved as a signatory. Proposed Trish Finlay, seconded by Mac Logan. • John Lidderdale was approved as a signatory. Proposed Trish Finlay. seconded by Alison Boyle.

4.3 Councillor Reports Councillors were not in attendance.
5. Planning
5.1 No planning issues requiring involvement were identified.
5.2 Weekly planning lists showed no new developments for Colinsburgh/Kilconquhar.
6. ACOB (Any Other Competent Business)
6.1 CKCC Logo Competition • The primary school will design a logo. • Katy will email Mrs. McBain (Headteacher) and create a prompt sheet to guide the design process, ensuring it aligns with community ethos. • Discussed connecting the selection of the logo to the Sherry & Shortbread Night, with a prize in the form of a donation.
6.2 Social Media • We are considering posting updates in our website news section and posting links to the Colinsburgh and Kinneuchar Facebook Community Group (1200 members).
6.3 Community News Suggestions • All members are encouraged to send ideas for community news. • We need to decide on how best this can be done using email and the website.
6.4 Community Meeting Place in Kilconquhar • We wonder if we can acquire a Portacabin as a resource and meeting place. • Trish will email Cllr. Dillon to arrange a meeting and Alison will support. Options include refurbished or second-hand portacabins, potentially sourced from the Aberdeen Oil/Gas industry. • Suggested location: Behind the Kilconquhar Inn (What3Words ///haunts.lists.adhesive). The land is believed to belong to Fife Council.
6.5 Meeting Organisation •It was noted that some of the Councillors have problems attending a meeting before 7:30 pm. • Meetings will now be times to start at 7:30 pm. • Katie will email councillors to confirm the date for the next meeting. • We will seek a streamlined process for booking the hall.
